Project Supervisory Services (PSCS & PSDP)

Wind Build
offer expertise in the field of Project Supervisor for the Design Process (PSDP) and Project Supervisor for the Construction Stage (PSCS), which are both integral components that are required by law in the design and construction process. Wind Build works on a regular basis with organisations in the Wind Industry and we ensure our clients have full peace of mind that the end project will be built and designed to the highest standards of environmental, health and safety.
Wind Build can offer expertise in each and all of the safety elements below of the PSDP & PSCS processes:

Project Supervisor Design Process (PSDP)
The Construction Safety Regulations 2006 require the Client Company to appoint a Project Supervisor Design Process to oversee health and safety throughout the design & planning process, including alterations in the design, and the design of temporary works, which means that involvement right up until completion of the project is necessary on new wind farm construction projects.

Design Process Safety
Throughout the design process, including alterations to the design, provision is made to eliminate or reduce potential hazards resulting in improved safety performance for construction stage and future maintenance and construction works of the wind farm.

Health and Safety Plan
A Health & Safety Plan prepared by Wind Build provides a detailed risk assessment of the project and enables the PSCS and Contractor to implement an effective construction safety plan in advance of starting work on site and so reducing the potential for accidents and losses during construction.

Safety File
The Safety File is a key document intended for the safety of end users of the Wind Farm or those who will extend or maintain the Wind Farm in future and is effect the Wind Farm maintenance manual for the completed project. As part of their duties as PSDP, Wind Build takes delivery of the file from the PSCS and reviews the file for delivery to the client.

Project Supervisor Construction Stage (PSCS)
The role of Wind Build in the project supervisor construction stage (PSCS) is to manage and co-ordinate health and safety matters during the construction stage. The PSCS is appointed before the construction work begins and remains in that position until all construction work on the project is completed.

Construction Stage Safety Plan
The PSCS, with the assistance of Wind Build, shall prepare for commencement of work on the construction site by, collecting information and documentation from participating contractors and sub contractors in order to identify hazards, document the elimination of the hazards or the reduction of risks during construction and develop the safety and health plan initially prepared by the PSDP before construction commences. The HSA will be notified before construction commences where construction is likely to take more than 500 person days or 30 working days.

Project Safety Management
Wind Build
, with the PSCS, will monitor the compliance of contractors and others and take corrective action where necessary; notify the Authority and the client of non-compliance with written directions issued; provide all necessary safety file information to the PSDP; the PSCS may issue directions to designers or contractors

Safety Statements

Directors, owners and employers must meet the requirements of The Safety, Health and Welfare at Work Act 2005 and the associated regulations. If you employ more than 3 members of staff you must have a written health and safety policy statement with roles and responsibilities clearly defined.
Some providers just offer a generic Safety Statement document with just the name changed and that does not fully comply with the law. You will often find that the risk assessments have been copied from other safety statements and have not been fully evaluated. At Wind Build, we provide a superior personalised Safety Statement that is tailor made to the customers’ needs.
If you choose to engage Wind Build to prepare your safety statement, we will provide a personal service that involves one of our consultants visiting your development to review your operations. The site visit ensures that our consultant accounts for all the potential hazards and risks that your employees may be exposed to during the course of their duties and that all appropriate risk assessments are developed. Our consultant will then prepare a company specific, fully compliant, comprehensive Safety Statement to meet your requirements.

Method Statements

A method statement is a method of control that is used after a risk assessment of a task has been carried out. The method statement is used to control the task and to ensure that all involved are aware of the hazards associated with the task and the control measures to be taken.
In addition method statements are used for a particular section of work, they detail its boundaries, materials and plant requirements and temporary work designs.
The main purpose of a work method statement is:

• to outline a safe method of work for a specific job
• to provide an induction document that workers must read and understand before starting a job
• to meet legal requirements, that is, hazard identification and control
• to program work, materials, time, staff, and to anticipate possible problems
• to use as a tool in quality assurance

Method statements are an essential EHS management tool for any wind farm development. These procedures must be readily understood by all employees, including employees with low literacy/numeracy skills.
Wind Build will analyse your wind farm construction process and produce bespoke method statements to reduce the risks involved. You will then be able to comply with the needs of your clients and the required legislation.

Conducting Environmental, Health and Safety Audits & Inspections is a proactive EHS management tool to ensure the management of EHS at your wind farm and legal compliance.

Site Health & Safety Officer Provision

This assists the Client with compliance to the 2006 Construction Regulations (S.I. 504, 2006), as well as where a Health & Safety Officer must be nominated if there are more than 20 persons on a site.
